Subject: Add Serbian Latin QWERTY layout (#720)

Adds Serbian Latin QWERTY layout. Serbian language uses both Latin and Cyrillic as its official scripts, and this variant should cover anyone from Serbo-Croatian speaking group that uses Latin script.---
